In 2014, testing methods were changed from tailpipe emissions testing to using the On Board Diagnostics (OBDII) port under the driver's side dashboard. OBDII was introduced in 1996 and became standard in 1997 on all new vehicles. Older vehicles that are not equipped with the OBDII port continue to be tested under the older tailpipe emissions platform.
The MIL appeared in the early 80s along with computerized engine controls. Even the earliest systems, such as GM's CCC (Computer Command Control) system had self diagnosis functionality. When the computer detected a fault, it illuminated the MIL. Up until OBDII, on most cars the MIL could output codes, when two pins on the ALDL are jumped, the light would flash the codes, for instance (blink) (pause) (blink) (blink) for code 12. Some manufacturers, such as Honda, retained this feature even after OBDII.
At this time, the API is read-only (unlike the OBDII interface) and provides a small number of vehicle measurement parameters only (Engine speed, Vehicle speed, GPS position etc.).
In 2008, the OBDuino project announced a low-cost DIY trip computer design using the OBDII interface and the Arduino hobbyist microcontroller platform, released under the GPL open source license.
In September 2010 Progressive Auto Insurance filed a declaratory judgment lawsuit against Hughes Telematics to have several its patents covering OBDII mounted wireless data loggers declared invalid. Progressive uses these devices from a competitive supplier, Xirgo Technologies.

Global adaptation can change the points in the main fuel matrix by ±25% (Tech2 shows ±100%). During the adaptation the ventilation valve on the carbon canister is held close.
The Volvo 850 T-5R was also noted for its safety features. It was the first automobile to be fitted standard with four airbags. The side airbags were installed in the seat cushions. The side airbags were integrated into the rest of the Volvo model line the following year as an option, and became standard a year after that; other manufacturers soon followed suit. The car was also fitted with an early example of daytime running lamps. Both approaches are used almost exclusively on electronic fuel injection (EFI) engines. The cylinder block was redesigned for use with a balance shaft. Cylinder heads (10238181 casting) used with the L35 will have intake ports with eyebrows that clear the fuel injectors. Timing cover flange area was thickened in 1995 when some of the balance shaft motors had a 6 bolt timing cover - some engines had a crankshaft position sensor (in conjunction with a redesigned distributor containing a pickup assembly which functions as a camshaft position sensor) when OBDII was phased in.
Metromile also uses an OBDII-based system for their mileage-based insurance. They offer a true pay-per-mile insurance where behavior or driving style is not taken into account, and the user only pays a base rate along with a fixed rate per mile. The OBD-II device measures mileage and then transmits mileage data to servers. This is intended to be an affordable car insurance policy for low-mileage drivers. Metromile is currently only offering personal car insurance policies and is available in California, Oregon, Washington, and Illinois.
The X305 was equipped with an On-Board Diagnostics System. However, it failed to fully meet the OBD-II specifications, which became mandatory for the 1996 model year in the US. With a special dispensation for that model year expired, no 1997 model year X305 models were sold in North America. In 2001, the United States EPA and Jaguar Cars entered into a settlement which extended the emissions warranty on 1995 and 1996 model year XJ12 sedans to 14 years or 150,000 miles, due to their non-compliant NipponDenso Engine Management System, which was unable to provide continuous misfire monitoring, a requirement for OBDII compliance.
Some trip computers can display the diagnostic codes that mechanics use. This is especially useful when the mechanic wants to see the codes while driving the car. In 2004, Linear Logic developed the ScanGauge, which at the time was the only easily installed (via OBDII) accessory that worked as a trip computer, 4 simultaneous digital gauges, and a diagnostic trouble-code reader. This device has available 12 different measurements which can be used as the 4 digital gauges. The units of measure can be independently selected between miles/km, gallons/liters, Celsius/Fahrenheit, and PSI/kPa.
In September 1994, for the 1995 model year, Toyota introduced an all-new Tercel. The new design offered a stiffer body with better handling and was one of only a handful of cars in the US to have OBDII in 1995. Retaining its compact packaging and high quality, the new Tercel features a redesigned exterior and new engine. The Tercel now offered standard driver's and passenger's side airbags in the United States, but only a driver's side bag for Canada. Three-point seatbelts for front and outboard rear passengers and adjustable shoulder-belt anchor points for front seat passengers were installed on four-door models. All models met federal standards for 1997 side-impact protection, and offer anti-lock brakes. Standard models came with only a four-speed manual or automatic transmission and grey bumpers, while DX models were offered with the addition of body-colored bumpers and either a five-speed manual or four-speed automatic transmission.
In addition to the oil cooler seals; this engine can also have an issue with the design of the positive crankcase ventilation system. The crankcase ventilation system vents to the inlet of the turbo. The issue is that the air vented from the crankcase contains too much oil to easily pass through the swirl motor valves downstream of the turbo. Once this oil and sludge begin to accumulate, the valve becomes inoperative and blows a fuse that controls many other sensors required to properly operate the engine and emission system. This will immediately place the vehicle into limp home mode and limit the rpm to 3000. It also causes a check engine light and numerous OBDII Codes. Mercedes Benz has previously recognized this feature of the vehicle and has stated that this engine feature, the accumulation of oil at the turbo inlet, is "normal". In a Technical Service Bulletin they issued in 2008 they state:
In 2010 the Air Resource Board and the Bureau of Automotive Repair jointly sponsored legislation, "AB 2289", that is designed to improve the program to reduce air pollution through “the use of new technologies that provide considerable time and cost savings to consumers while at the same time improving consumer protections by adopting more stringent fine structures to respond to stations and technicians that perform improper and incomplete inspections”. The bill, which passed and took effect in 2013, will allow for a major upgrade in technologies used to test vehicle emissions. According to ARB Chairman, Mary D. Nichols, “[t]his new and improved program will have the same result as taking 800,000 vehicles away from California residents, also resulting in a more cost effective program for California motorists”. One way the program would reduce costs is by taking advantage of on-board diagnostic (OBDII) technology that has been installed on new vehicles since 1996. The program will eliminate tailpipe testing of post-1999 vehicles and instead use the vehicle’s own emissions monitoring systems. This system has saved consumers in 22 states time and money. Vehicles manufactured in the model years between 1976 and 1999 are now required to pass a more stringent dynamometer-based tail-pipe test than was previously required. A high number of vehicles in this range have begun to fail the emissions test with the arrival of their first test-year under the new rule; some question the influence of the automotive industry on the new rule and the inherent push and perceived unfair requirement to purchase a new or near-new vehicle to replace an otherwise functional and OBDII compliant vehicle.

Also new for 1981 was GM's Turbo-Hydramatic 200-4R transmission, which added an overdrive gear and torque converter clutch (TCC) to contribute to fuel economy and engine longevity. The sporty Holiday 88 coupe was offered for the last time this year.
In 1991, a Chrysler MPI fuel injection system replaced the RENIX system, and the intake ports were raised approximately for a better entry radius. Chrysler also enlarged the throttle body and redesigned the intake and exhaust manifolds for more efficiency, and the fuel injectors were replaced with higher flow units. Camshaft timing was also changed. The net result was an engine that made and . Badging on most Jeeps equipped with this engine read "4.0 Litre HIGH OUTPUT." The new cam profile combined with altered computer programming eliminated the need for an EGR valve and knock sensor, but made the engine more sensitive to alterations, especially where emissions are concerned. The OEM fuel injectors used with the Mopar MPI system (manufactured by Siemens) have been known to leak fuel especially with OBDII where plugged catalytic converters are common which usually throws a P0420 code.
